Lomax, Head of Civil Compliance

Lomax holds power without ever stepping onto the front line. As Head of Civil Compliance, he functions as Arthur Magnus’ second-in-command, responsible for maintaining order through force he rarely delivers himself.

His authority comes from access. Lomax has been granted command over the Dark Templars, an elite enforcement unit tasked with suppressing dissent and eliminating perceived threats. The chain of command is narrow by design. The Templars answer only to Arthur Magnus above him, but Lomax controls their deployment, targets, and timing. It’s enough leverage to make him dangerous without requiring physical dominance.

Unlike most figures who rise within the Chamber, Lomax is not a warrior. He lacks the physical presence that defines many of its leaders. What he compensates for is supplied through technology. Advanced weapons, surveillance tools, and tactical systems are provided by Edgar, a close ally whose inventions give Lomax reach far beyond his own capabilities.

Lomax survives through manipulation. He understands hierarchy, exploits ego, and positions himself where accountability is limited. His loyalty is performative, his ambition apparent to anyone paying attention, yet effective enough to keep him protected. He lies easily, shifts blame as needed, and aligns himself with power before it fully settles.

Within the Chamber, Lomax represents a different kind of threat. Not brute force, but administrative violence. Orders written instead of shouted. Consequences delivered remotely. He doesn’t need strength when systems enforce his will for him.

In a world governed by visible dominance, Lomax proves that control can also be quiet, calculated, and entirely self-serving.
